And ISOC Chapters should not only be clearly a non-profit but also a non-government organizations. It is fine to have colleagues including officers from government sectors but that would not mean they run Chapters’ the same way they want to control local telcos for reasons. Unless ISOC missed and approved the Chapter unknowingly all proponents are from government. How would ISOC react on it, just in case?

That'a why I always propose ISOC is not for governments they are political oriented, nor for enterprises they are commercial oriented but for users they are rights oriented.
I use to ask some similar question regarding the panama application I guess (not users representing the proposal) but no answer was given in list

AFAIK there ISOC-EGYPT is not a current chapter, but is in the rejuvenation process.
