The first casualty of war is innocence. Transparency
comes arguably second.

If you have DNS or URL blocking list, you have to make it secret
since otherwise it will become a government- or private-sector
sponsored "directory of wonderful things".

How are going to discuss filtering rules, effectiveness of the method
etc.  if you don't know what's being filtered out or not?

That's actually the case of the Finnish site http://lapsiporno.info/
- you get blocked because your discuss the filtering list contents openly.
