I would argue that filtering is a technical issue, too.

Installing filtering infrastructure at the core of the network
means:

- more cost
- less performance 
- additional complexity
- new modes of failure and additional points of failure
- less interconnects

If we say, "more access", "more interconnects",
"more connectity", "more redunancy", "more IXPs",
we should also say, "no filtering" on a purely
technical grounds.

That's different on the edge. I am happy
with my 105 network-level filtering rules and 190+ 
URL-level filtering rules on my laptop.
