Indeed, it has been on
IPv6 since April 2005, for all services (web, email, jabber and what
have you). 

For those chapters that have web/email hosting on a
dedicated IPv4 address, have a look at www.he.net or www.sixxs.net for a
free IPv6 tunnel.
