Siva,
Any government can do it, where there's not enough liberal legal
framework, or enough private Internet service providers. And they can
do it as much as they want. But I don't expect something like that to
happen in majority of countries. We'll see also how this will
influence the debate on Internet governance - remember that one of the
arguments of the proponents for more governmental control was that the
Internet will be "more secure".

I wonder also if ISOC should not come with some strong language
statement "in principle" about the need for freedom of the Internet.
