[Chapter-delegates] Lybian Internet Outage

Good to know. But what really happened? Was this an instance of a
Government shutting down the Internet, or was it a politically
insignificant outage that was restored after a short time?

If Libya can do it for half a day, it can do it indefinitely; If Libya
can do it, most of the rest of the world can do it.
