If the Society were to set up the equivalent of 
'weather monitoring stations' with the assistance of 
its members worldwide - where members provide, for a 
few hours, the use of their computers and net 
connections (which, if need be, can be made to boot 
from a CD provided by the Society to address your 
very valid points about low level anti-spam or 
something triggering a block) - the Society would be 
in an authoritative position to state one way or the 
other what is going on WRT content and site 
censorship, rather than depending on responses from 
ISPs and local authorities who may have vested 
interests or compulsions.

Which non-profit, I wonder, other than Internet 
Society, could create such a feedback system at a 
global level, or want to?
