Joly, all,

thanks for these last messages on Algeria and possible blocking of 
blogspot.com in India.

Exploring your views: so an ISP says "we are not blocking 
rumored-to-be-blocked.com. Do we have to believe them?

What do they know and how sure are they? They may know that there has not 
been an order to filter a given domain name somewhere in their 
infrastructure.

But are they sure that their antispam or some other low-level, 
automatically triggered blocking is not in effect? That their trusted 
anti-something box/software/service isn't using a third-party RBL which in 
turn does block traffic from that domain? maybe selectively for some ports 
or protocols?

What are your experiences?
