[Chapter-delegates] ISOC Chapters domain name at the ccTLD level

We are not planning on spending extra money for registering a second 
domain. If ISOC wants the domains registered in every ccTLD, they should 
have asked, and allocated money for that.
That's a very ambitious plan, and it should be properly funded by the 
ISOC HQ, especially that in some countries domains cost a fortune, and 
in others it takes a lot of time to process all the papers required. And 
what about the countries, where there's no chapter?
