[Chapter-delegates] ISOC Chapters domain name at the ccTLD level

Agree with you, Khaled. 

Registering a new domain is an unforeseen cost before the closure of the year that we can't support (or have to support from personal investment) 

In Romania a new domain is registered ad-vitam and costs around 100 dollars.
