The answer is NO. ICTSB will have even more strong role.
The last meeting of ICTSB was held yesterday in Sophia Antipolis.

I am enclosing  a part of the last ICSTB meeting Minutes with information
about the platform and the role of ICTSB.

Anne Lehouck presented document *ICTSB49(11)07 *on the recently 
published standardization package and future steps. The following points 
were highlighted:

-The Communication is implemented immediately by the EC as of the date 
of its publication (1.06.2011)

-The ICT part of the package is a result of the work done since 2006, 
encompassing the findings of the 2009 white paper among others. Today 
the objective is to implement the proposals brought forward by the white 
paper.

-From now onwards an integrated system, including Fora/Consortia in the 
picture, will be aiming at ensuring interoperability at all times

-The High Level Platform (HLP), foreseen end 2011, will have a 
multi-stakeholder membership (including Members States, Industry, ESOs, 
Fora, etc), "to advise the Commission on matters relating to the 
implementation of standardisation policy in the ICT field, including the 
work programme for ICT standardisation, priority-setting in support of 
legislation and policies and identification of specifications developed 
by Global ICT Fora and Consortia." Its composition will be decided on 
the basis of organisations and not individuals. A call for interest will 
not be made as it is too cumbersome. All in all, the Commission expects 
that the HLP will be very much based on the existing ICT Steering 
Committee but with formal recognition. Several Fora/Consortia have shown 
interest in participating (IEEE, IETF, OASIS, W3C, ECMA, ISO, ITU, GS1, 
and OMA, just to quote a few). Fora with a very specific remit (e.g. 
Health, Space, etc.) will not have a permanent seat. They would be 
invited on a case by case basis. The HLP will have no more than 60 
members and is expected to meet 4 times per year. One of its most 
important tasks will be to monitor the evaluation process.

-The first criteria for Fora/Consortia technical specifications 
recognition (defined in Annex II of the Proposal for Regulation) is very 
linked to competition laws, coherence with ESO and International 
standards is the key notion.

Anne Lehouck confirmed that the EC (not only DG Enterprise) will 
continue and even increase its participation to the future ICTSB. This 
is in line with the EC policy to revive its participation in all SDOs in 
addition to the ESOs.
