If it is a DNS filtering, is that mean, that Spanish law is possible to 
use only in .es zone? How they can use this law for other ccTLD and gTLDs?
If it is a content blocking by operators, it means, that user in Spain 
shall not have access to the Internet, but shall have an access to 
"restricted Internet"
Do you have any accepted  Net Neutrality strategy or regulation or any 
legal act? Content filtering by operators is a violation of Net 
Neutrality concept.
