[Chapter-delegates] Transcript of IETF Video

Thanks, Joly.

Captioning and sub-titling make the video more accessible for people 
with hearing impairments as well as giving support for people from 
non-English speaking backgrounds. This could be a more economical option 
than producing a video in various languages.

Maybe captioning in English can be adopted as standard practice in 
future when a video is produced. This should make it easier for Chapters 
to sub-title in other languages as a consequence.
