I attended the AGA in Quebec City (of course) and the membership issues 
brought up turned into a brainstorming of the BoT with a diversity of 
comments. My understanding is that the membership status is in an 
«unconfort zone». As you mention Alejandro, there will be much to 
discuss in the next months. A revision of the bylaws (or a 
clarification) must end up into a win-win for ISOC and the Chapters.

I want to thank Christopher for bringing that situation up.
