[Chapter-delegates] Should DNSSEC be mandatory for all new gTLDs?

Olivier,

i'm not speaking on behalf of isoc-cat chapter but for on behalf of
the .cat registry.
I agree on what's being said about being compulsory for new TLDs, but
the main issue right now is that Registrars are not offering it for
the current TLDs that already have it; they still say "there is no
demand"....

I'd put the accent on getting the Registrars implementing it first
(also for IPv6)
