[Chapter-delegates] Should DNSSEC be mandatory for all new gTLDs?

Speaking strictly on my own:

- I do believe DNSSEC should be mandatory for new gTLDs.

The cost argument against DNSSEC doesn't hold water after gTLD sponsors
have spent several hundred thousand dollars in the whole process.
