I don't know why you are asking me "why". The question should be 
addressed to the ISOC staff ;)

As for ISOC-Bulgaria, we waited, and waited to see some real action, and 
at the end we did our own ITU-project, and is turned out - it was a very 
successful one. But the funding didn't come from ISOC. We had a person 
in Hyderabad, at the WTDC, and were getting good reports, and this 
helped us prepare for the Plenipot. I don't know what ISOC has been 
doing, but noticed they were absent in the most important moment, when 
we were looking for them, the Thursday of last week.
