Bill,

thanks a lot for this very valuable, useful note.

Some of the stuff goingon, which you describe, is pretty amazing. Claiming 
pecking rights on the Internet on grounds of OSI is way into the realm of 
fantasy, but in a bizarre world it may actually gain traction.

We should all be aware of what's going on,  and use the mechanisms of 
participation, access, and accountability of each one's country to send 
clear messages about what can damage the Internet, or at least create 
large friction, and stop it.

We will all benefit from more-frequent reports if you and we, in turn, can 
make use of them to change thngs, not only watch the sinking ship do its 
environment-fouling act.
