[Chapter-delegates] Rush - Comments Sought: Draft ISOC contribution to UN DESA consultation on enhanced cooperation

I will echo others comments that this is a great document and
definitely conveys the proper attitude and information.
It is probably because I am fairly uninitiated to the UN DESA
organization and process, but I found the second to last paragraph a
bit confusing. The subject appears to drift between network
capacity/performance and governance/policy. Can I ask you to explain
the role being proposed in a bit more detail, for my benefit?
