[Chapter-delegates] Internet to FCC - don't mess!

Dear Joly.
This is very good work by Isoc NY.
Opinions and Comments such as this response from ISOC NY is not only meant
for the FCC but needs to reach various other related Government divisions,
Industry Associations and Civil Society Groups, not only within the US, but
around the world. This includes groups of people whose native language is
not English, and more importantly, policy makers and civil society groups
who would find this technical language very difficult to follow.
At least the blog post could be in a simpler, elementary language that
explains the technical rationale in a manner that is understood by all.
