Dear all, 

 

Please find below some notes from the 13th UN Commission on Science and
Technology for Development (CSTD) meeting held from 17 to 21 May, in Geneva.
ISOC members participating to the meetings are of course invited to share
their insights or analysis of the outcomes of the meetings. 

 

Background information

The Economic and Social Council, in its resolution 2009/7, requested the
United Nations Secretary General to report to the Council, through CSTD, on
the progress made towards Enhanced cooperation as called for in Paragraphs
69-71 of the Tunis Agenda for the Information Society, one of the outcome
documents adopted by the World Summit on Information Society (WSIS). 

 

To this end, the "Report of the Secretary-General on Enhanced cooperation on
public policy issues pertaining to the Internet" (E/2009092) was presented
on 18 May. This report was prepared by the UN Department of Economic and
Social Affairs (DESA), based on annual performance reports of a number of
key stakeholders, such as the Internet Society

Formal outcome of 13th CTSD meeting 

The formal outcomes of the 13th session of the CSTD are draft resolutions to
be adopted to ECOSOC in June-July 2010. The ECOSOC meeting this summer will
then prepare a resolution for the United Nation's General Assembly, in
autumn. 

 

The attached draft resolution organizes two distinct processes: 1/ the
process towards enhanced cooperation and 2/ the process to improve the IGF.
You will find below excerpts of the agreed text:

 

"Internet governance

-        [the Economic and Social Council] reaffirms para 35 of the Tunis
Agenda that the management of the Internet encompasses both technical and
public policy issues and should involve all stakeholders and relevant
intergovernmental and international organizations. 

-        [the Economic and Social Council] recognizes that the Internet
Governance related outcomes of WSIS, namely the process towards 'enhanced
cooperation' and the convening of the IGF, are to be pursued by the UN
Secretary General through two distinct processes and further recognizes that
the two processes may be complementary to one another." 

 

"Enhanced cooperation

-        [the Economic and Social Council] invites the UN Secretary General
to convene open and inclusive consultations involving all member states and
all other stakeholders to proceed with the process towards the
implementation of enhanced cooperation in order to enable governments, on an
equal footing to carry out their roles and responsibilities in international
public policy issues pertaining to the Internet, but not in the day-to-day
technical and operational matters, that do not impact on international
public policy issues, through a balanced participation of all stakeholders
in their respective roles and responsibilities, as stated in para 35 of the
Tunis Agenda. These consultations will be held before the end of 2010, the
outcomes of which will be submitted to the 66th UN General Assembly for
consideration through ECOSOC."

 

"Internet Governance Forum

-        [the Economic and Social Council] invites the chair of CSTD to
establish, in an open and inclusive manner, a working group to seek, compile
and review inputs from all UN member states and all other stakeholders on
improvements to the IGF in line with its mandate as set out in the Tunis
Agenda for the Information Society, and report to its next substantive
session in 2011 with recommendations as appropriate. This report is to
constitute an input from the Commission to the General Assembly, through
ECOSOC, for consideration, should the mandate of the IGF be extended." 

 

Preliminary analysis of the CSTD resolutions: 

-        The Internet Society, through its different submissions on enhanced
cooperation (I've re-attached my speaking points at the panel on enhanced
cooperation, 18 May, Geneva) and the IGF process, has continuously seen the
IGF as an example of enhanced cooperation. On these different issues (IGF
and enhanced cooperation), ISOC has consulted its membership which regard
cooperation and collaboration as central to advancing the development of the
Internet for all mankind.

-        While enhanced cooperation and the IGF have been recognized as "two
distinct processes" (see text under "Internet governance"), ISOC believes it
is important to be very vigilant in the implementation of both follow-up
processes (UN DESA consultations on enhanced cooperation + UN CSTD working
group on IGF) that would be established by the United Nations, encouraging
UN member States to preserve the openness and inclusiveness experienced in
the framework of the IGF. 

-        Several questions remain pending: If the UN must organize
consultations on enhanced cooperation before the end of 2010, are they
likely to be organized on the side of IGF 2010? If the CSTD is to present a
report on possible improvements of the IGF to its next session in May 2011,
will it consult on the side of the IGF 2010 and elaborate a first draft
report for its intercessional meeting in November 2010? How will the members
of the CSTD working group be chosen? 

-        ISOC will continue engaging with its members on IGF follow-up and
enhanced cooperation to seek their insights on these evolving and crucial
processes. 

 

About the CSTD

The CSTD is a functional commission of the Economic and Social Council
(ECOSOC). The Commission, established in 1992, "provides the General
Assembly and ECOSOC with high-level advice on relevant issues related to
science and technology, including ICT, through analysis and appropriate
policy recommendations or options in order to enable those organs to guide
the future work of the United Nations, develop common policies and agree on
appropriate actions."

 

In 2006, the Commission was mandated by ECOSOC to serve as the focal point
in the system-wide follow up to the implementation of the outcomes of the
World Summit on the Information Society (WSIS).

 

The Commission meets annually for a period of one week, in Geneva,
Switzerland.
