[Chapter-delegates] [SEEKING VIEWS] ISOC letter to ICANN re: DNS security and DNS CERT proposal

Bill:

 In the second paragraph I recommend including a couple of names to
substantiate our statement so we don't do the same thing ICANN is doing with
respect of substantiating their statements.

 Everything else looks OK.
