[Chapter-delegates] Consultation on Open Internetworking

Dear Sally Wentworth:

Thankyou for your interesting communication. I shall endeavour to join  
one of the conference calls that you have announced.

These issues arose in the context of the European Union's recent  
negotiations over telecommunications regulations.
At the time - more than one year ago - I wrote the attached letter to  
one of the Members of the European Parliament who was advocating the  
end of Network Neutrality.

I trust that the arguments that I put forward on that occasion remain  
relevant in the present context.
