[Chapter-delegates] Consultation on Open Inter-networking

Dear members,

The issue of Open Inter-networking, and associated issues such as traffic
management and "net neutrality", continues to gain momentum around the globe
as governments seek to craft national regulatory policies to address them.
Given that this debate touches on several aspects of ISOC's work and
mission, we expect there to be many opportunities (at international,
national and local levels) to speak out on the importance of the Internet
model and the need to preserve an open, user-centric Internet.

As you will have seen, ISOC recently offered a paper on Open
Inter-Networking:

f.  This paper seeks to encourage policy makers and other influencers to
take into account the key issues of access, choice and transparency when
considering policy matters related to the Internet, and in particular issues
related to competition, traffic management, etc. (such as Network
Neutrality).  

With its focus on the user, the Open Inter-Networking paper forms a part of
ISOC's Public Policy User-Centric Internet Program (launched in 2007), and
is an extension of the ISOC paper "Preserving the User Centric Internet".
The Open Inter-Networking paper also follows on from the ISOC submission to
the FCC on 14 January 2010
(http://fjallfoss.fcc.gov/ecfs/document/view?id=7020376078), and forms part
of a growing portfolio of ISOC work on Internet policy matters of concern
today.

As a next step, we will hold two conference calls on 30 March with Members
to better understand how Open Inter-networking issues are arising and how
they are being addressed around the globe.  A summary of these calls will be
extracted shortly after and will be made available on-line. To this end, we
would like to focus the conference calls on the following:

	- What is going on in your country on the issue of Open
Inter-networking (traffic management, net neutrality)?
	- What are policy makers doing or proposing to do on these issues?

	- How are the issues of Open Inter-networking, traffic management,
and/or net neutrality defined or framed in your local context?
	- What are the emerging issues related to Open Internetworking that
we should be aware of?

Conf Call details: 

We will have two conf calls:  30 March at 10.30 UTC and 20.00 UTC.  If you
would like to participate in one of these calls, please send me an email and
tell me which time you will participate.  I will send in the call-in details
to those individuals who express interest.

If you are unable to participate in the calls, you may submit written
responses/comments on the above questions directly to me.
