[Chapter-delegates] Chapter Handbook available

Thanks to Anne, Sabrina and of course all chapter participants in this
project.
I hope the implementation of the guidelines in this handbook will come
operational very soon so the uniform image of ISOC would be a fact.
Many thanks again an hopefully we will soon see positive outcome from
this work.
