[Chapter-delegates] The importance of Chapters in ISOC

Hi,
and, in addition to Raul's statements on chapter closures and
rejuvenations, we all continue to be excited, proud, and committed to the
other 98% (or so), i.e. the chapters that are working; struggling,
striving, doing amazing acts with zero resources, yet earning a place in
their societies, contributing unequalled combinations of technical, legal,
societal, and ethical knowledge, and building everyday the Internet for
all.
