[Chapter-delegates] Application to form a Chapter in Somalia

Dear Colleagues,

The following application for a Chapter in Somalia has been received. It 
is being sent to this list for peer comment and review.

Please note that the Chapter is not yet formed and has not officially 
been recognised by ISOC.

If there are people on this list that know the individuals proposing to 
establish the Chapter, feedback is especially welcome.

The period allowed for comments is two weeks and the deadline is August 
11, 2010.

*Chapter Application*

A. Proposed name of the Chapter
Internet Society Somalia Chapter

B. Community of Interest the Chapter will to serve
Somali ICT and business community as well as researchers and University 
students. There are no other Internet Society Chapters in Somalia at 
this stage.

C. Purpose and Scope of Chapter
Despite the current political situation of Somalia, the ICT and business 
community in Somalia have been (albeit gradually) developing their 
internet use over the use. By establishing this Chapter we intend to 
make the use of the internet and application associated with such as 
e-business and e-learning an integral part of the business, ITC Somali 
community and in some cases, where possible the general public.

The launching of the .so ccTLD and other projects will contribute to the 
wider use internet application in Somalia. This Chapter is expected to 
help us move forward with the introduction of internet community 
centres, universities sites for the students, and other initiatives that 
are more specific to sectors such as researchers and online educators.

The initial scope of the chapter is limited and very focused on the 
areas mentioned above, however, we are very ambitious and hope to 
develop the chapter further and make an integral part of the business, 
education and some government agencies. In summary, In general, our 
focus is on education, capacity building, increasing awareness about the 
Internet and its role in developing network infrastructure for enabling 
communities to use the Internet. Initially we plan to start engaging the 
ICT, students and business community but ultimately we plan to cover the 
community in general. The specific action plans and our approach to this 
project will be furnished if required.

F. List of Requirements
I have checked the current rules and regulation and found that at the 
moment there is no requirement to establish this Chapter. I have 
contacted the Ministry of Posts and Telecommunication as well as the 
Ministry of planning, and they both indicated a positive reaction to 
this project, and have no objection to our application to Internet 
Society Somali Chapter.

G. Additional Information
The Chapter will be registered as a community or civil society 
organization. It will have links with educational institutions, 
government agencies and all other interested parties.

I have been a Research Fellow at Melbourne University and I will be 
working remotely from Somalia until end of July 2010. Currently I’m 
working with Somali Civil Societies such as CRD and Geelo in Somalia as 
well as providing technical advice to the Somali Ministry of 
Telecommunication. I have been providing technical assistant to 
educational projects in North Somalia for the last few years. I’m 
currently based in Mogadishu and my area of interest is developing the 
education, ICT and telecommunication sector of my country, Somalia.

Jabril Abdule, Director, Centre for Research and Dialogue, Mogadishu,

Jabril is a well known Somali activist focused on peace initiatives and 
related academic research. Recently enabled video streaming of Somali 
conferences held in many parts of the world.
