I believe GoDaddy is providing a way of passing the DS record up to the .ORG registry. This means the registrant has to implement DNSSEC on his domain. GoDaddy is not providing that capability, at least not yet.
Some other registrars, particularly NamesBeyond and Dyn, are also providing DNSSEC for the zones they host.
.ORG is signed and is accepting DS records. .NET and .COM are not yet, which is why you're seeing the latter message.
