I am sorry to be accused here in a way which I think is inappropriate
and without basis in fact. I refer only to the one section of your
mailing which I leave here:

I was and I am part of the non-commercial constituency in its different
forms since 1999 - over these 10 years in different roles, as member,
then as an executive committee member, then as a delegated GNSO
councilor, and at present as a member of the ICANN Nominating Committee.
And I can remember, over the years when we always had a much more open
mailing list than several other ICANN constituencies and groupings, only
two periods when there was a critical discussion which could be related
with what you call "blockage of representation":
One was in the early years, when a local sports club, as a member of the
non-commercial constituency of ICANN, was very often the only, but
dissenting voice in discussions on our ICANN policy considerations,
where the majority of those participating in the discussions on the list
were concerned with policy, and not only with procedures. In one of the
ICANN meetings where I tried to clarify related problems, referring also
to our situation in Cambodia, I was told "I do not discuss with people
like you."
The second case, where there was a disagreement between one member and
the vast majority was more recently, when one organization with
membership in one country only tried to shape some globally based policy
lines. Again, it was not a "spurious public interest cloak" but the
whole membership which did vote on related issues.
Having been involved myself directly over the years, I cannot but regret
that an image is projected which is quite contrary to our aims which I
shared, an image which is not based on fact. I had to write this,
immediately and without any consultation with anybody, when I saw your
mail. It hurts.
