I've heard the same from the German MEP during the RIPE 55 session - 
"we are concerned with the private sector use of data; not with authorities".

We have a meeting tomorrow with the minister-in-charge of the Polish government,
since the gov't approved the Internet censorship law last week. However,
the Internet community here began to stir up... Will keep you posted :)
