Marcin,
I wish there were good news, but the Administrative Court decision you 
quote is from 2008, and that's why today they are changing the law - so 
that there will be no obstacles to wiretapping and monitoring 24x7 all 
the Internet traffic.
Amazingly, our prime minister said last Sunday, on TV (sic!) that "his 
ONLY mistake is that he listened to the public opinion against the usage 
of 24x7 interface. He also asked the people of Bulgaria, why are they 
not afraid that the "foreign owners" of the mobile operators are 
listening to your traffic, but are afraid that the minister of interior 
will do the same."

So, this one, with the HADOPI in Belgium, and probably other restrictive 
laws around Europe, are signs the citizens are on the defense, and they 
are losing the battle for protection against intrusion in their lives.
