[Chapter-delegates] ISOC invited speak at FCC workshop

As an additional note, we recently became aware of the FCC NPRM's call-
out of Internet standards (see section 141 inhttp://hraunfoss.fcc.gov/edocs_public/attachmatch/FCC-09-93A1.pdf
). We saw it as an important opportunity to contribute a brief
public statement outlining our opinion about the characteristics of
open Internet standards that are important to preserve.
By way of FYI, I'm attaching the all-but-final version of the
contribution we will be submitting to the FCC later today.

We are turning this around on short notice, but this is not a new
opinion (we aired these initially 18 months ago at the ITU Global
Standards Symposium in Johannesburg). As we anticipate the question
of open Internet standards to continue to be of interest around the
globe, any comments for improvement are certainly welcome.
