I've known Nabil Boukhalid as one of the veterans of Internet 
connectivity in Lebanon, from back in the days when he was at AUB:

Like many people that I know through their email address, I have never 
met him in person, but I corresponded with him in 1994 and he was always 
a true "driver" of the Internet in Lebanon, regularly informing us at 
NSRC about local developments.

I am very happy to read that he is involved with the proposal of the 
foundation of an ISOC Chapter in Lebanon and hereby send my "thumbs up" 
for this to happen.
