[Chapter-delegates] ISOC France consulted on "IDénum" by the Ministry

Eduardo, (and Odile and Gerard - congratulations, Gerard),

very interesting? Something like 
http://www.pcworld.com/article/190013/china_further_tightens_rules_for_domain_name_owners.html 
is nothing more than  "interesting"?

Please exert due diligence.

1. The IDénum proposal is tantamount to a national electronic identity 
card. This is being tested in some countries (Spain among them.) It would 
be worthwhile to discuss with, among others, the ISOC members in chapters 
in Spain who are on this very same list.

2. "Chip and PIN" is used for credit cards in many European countries. It 
has been said to fail (maybe an exaggeration, but surely a call of alarm) 
recently. You may get to some news about this reading 
http://www.bbc.co.uk/blogs/newsnight/susanwatts/2010/02/new_flaws_in_chip_and_pin_syst.html?s=tp 
among many other pieces. It may be a bit weak for such general use over 
the Internet if it is already a bit weak for dedicated, telephone linkages 
like many credit-card terminals are hooked up to.

As I've heard say (and warmly retweeted!), "Google before you tweet is the 
new think before you speak". We have an obligation to provide 
information-based assistance among us.

(So, if I'm wrong, or insufficiently informed, please do let me know 
urgently!)
