Well yes, through your Chapter Administrator, whoever that might be.
This is the whole purpose of the new AIM system - to allow Chapter
Adminstrators to better control their affairs within the ISOC's
central system.
In fact there was a generous offer - sent to this list I think, just
before the New Year - of $250 to cover the expenses of reconciling and
updating the AMS with local Chapter rosters.
I have only just achieved Administrator status for ISOC-NY and am
myself embarking on earning that sum..
While, as Rudi noted earlier, a little clunky in appearance the AMS
does appear to be functional. In contrast to the previous system,
where it was necessary to join then re-login to join a chapter, which
could only be done individually - it is now all in the one sign-up
process and a matter of just clicking on multiple boxes to "join" as
many chapters as one is inclined, regardless of individual chapter
membership policies. However,
if one chooses to join a chapter one then is told the following:
" Thanks for expressing interest in joining ISOC chapters!
A chapter representative will be contacting you soon to discuss
joining the indicated chapter(s).
Please note that indicating interest in a chapter does not mean
automatic enrollment - the chapter representative will explain the
exact membership terms for his or her chapter in detail."
Within the AMS there is a then a further approval process before any
such membership becomes current.

Then, as Marcin points out, it is the Chapter Administrator's
responsibility to keep an eye on this and, if there are approval
criteria or dues to be collected, to process accordingly. These
terms can be specified in
https://portal.isoc.org/EBusiness/Chapters/TermsEdit.aspx (However I
have not had success with this!) - presumably that copy then shows up
in the response form above..
Similarly if the chapter has members that are missing from the ISOC
system then they can be bulk added at
https://portal.isoc.org/EBusiness/Chapters/AddMembers.aspx - so it it
is quite elementary to collect members and add them to the system.
What further notification they receive from ISOC is not clear.
AFAIK there is no system that automatically notifies Chapter Admins of
new joiners or am I wrong?
There is a support email amshelp at isoc.org
