Why shouldn't we not be allowed to have our own sign up form ? Do not
forget not everybody speaks English.
And one of the basic principles of a chapter is to address the local
community. So I would suggest chapters will always be allowed to offer
local sign up forms.

And to be honest, the sign up form is not that sexy ... perhaps a
redesign of the sign-up page could be on the priority list...
