great initiative.
I took part in the workshop in the IGF 2009 and found it a very worthy
exercise.
All interested should take part.
We do have to keep in mind that one of the most important values of the
Internet is not to hard-code a lot of rules; flexibility and scalability
are among the core values.
We should therefore take part in this Dynamic Coalition with extreme
caution with respect to the risk of its being captured or somehow forced
to enter UN-like ambivalent language that hides intentions of control.
Remember how in the WSIS process some civil-society and other countries
push for communication rights, for example, backfired and gave rise to bad
stuff like the entrenchment of some countries in the attitude of not
creating any new rights and not speaking of ones like freedom of speech
online, or the not-Internet-friendly language "no country shall intervene
in another's management of its ccTLD" which is a Damocles' sword hanging
on the IANA function.
Very careful and dedicated work will be demanded.
