[Chapter-delegates] ISOC-DC bylaws - geographic restriction clause

Hi

To achieve the vision of ISOC - Internet for All, creation of chapters and
attracting more volunteers is the fundamental building block. On road to
this vision if creating chapters based on geographical boundary is
beneficial then that should it be and if making a issue based chapter then
that should be.

The chapter team in ISOC global is in no position to understand which one
should be the first. It should be purely first come first serve. I think the
incident in India could have been handled well if Bangalore would have been
made a issue based chapter and let Chennai have its geographical base.

In principal the byelaws should allow any ISOC Global member to become a
member of any chapter subject to Chapter approval.

tread with care. Be there or not formal geographic restrictions, 
infelicitous situations like the recent one between two chapters in India 
should not reappear if at all avoidable.
