[Chapter-delegates] ISOC-DC bylaws - geographic restriction clause

When we crafted our by-laws upon formation in 2007, the template
provided by ISOC (attached) contained the following clause marked as
required: "Membership in the Chapter shall be open to all ISOC members
in the locality served by the Chapter upon request and payment of any
local dues, as determined by the Executive Committee." So it is
included in our by-laws. This clause seems to restrict us from keeping
local members out however and does not stop us from accepting
non-local members, but IANAL.

I have the ability to accept or reject new applicants in the AMS
portal. This is handy because there seems to be occasional bot/spam
attempts at joining.
