Thanks for this reply. I fully agree with the observation. However,
there is one missing
element: country policy and the regulation implemented on the country
ISP market. So,
they (the country policy) need to conform to international policy - is
this possible at all?
Good example can be found in some Asian countries and among their IP
networks.
