[Chapter-delegates] "Internet driving licenses" to prevent cyber war?

All nice hypothetical ideas, but can anyone please explain how they'd be
implemented, technically.

Perhaps that demonstrates the naivety of the countries jumping on the
supporting bandwagon.

The Internet driving licence that is required more than any other is for
ISPs - demonstrate that you can set up a secure Internet service plus
know how to run BGP according to industry best practices, and we'd get
rid of the vast majority of problems out there.
