Joly,
As long as one of the parties sees this as a "win" or "lose", there will
be no real winners and losers. The whole situation needs new addressing,
as the old model clearly doesn't function well. Instead of fight, there
should be collaboration and cooperation. With fights, nothing good will
happen.
The WG consists only of member states. The 4x5 are "invited", but they
are not members. So, they will speak, but at the end the governments
will decide what to do. Consensus is good.
