Dear Joly,
There was some discussion by Governments to have a structure whereby there
will be first and second class members with the idea that non-Governmental
members - Civil Society / International Organizations would not be part of
the core group; This is perhaps what is reflected in "The Chair invites the
following stakeholders to interactively participate in the Working Group"
(Para 1 talks about membership 15 Governmental Members + 7 IGF / WSIS
Governments. There is no mention of the other stakeholders in this section
as members, but the other stakeholders are mentioned in the second para as
an invitation to 'interactive participation'
I don't feel that we have won.
