[Chapter-delegates] Application to form a Chapter in Bogota, Colombia

Well let's see what is the final outcome. I believe something like this
happened in India sometime in the past. I agree with Patrick that there
should be some kind of guideline to help in resolving this type of issue.
Its prone to happen again.
