[Chapter-delegates] Application to form a Chapter in Bogota, Colombia

While I wish to pay tribute to the work of the staff, I point out it is not the first time such a thing happens.
There are historical reasons why ISOC has in the past accepted applications from chapters with overlapping geographical coverage. Chapters now increasingly address regulation issues at the national level. It would bring more weight to their positions if they do not appear divided.
The BOT needs to take action. Not only on this case, but also on others that will come up in these future.
For the above-mentioned efficiency reason, I personally oppose the creation of this new chapter. I am not questioning the qualification of the individuals involved. I just believe appearing divided is not a benefit for ISOC as a whole.
