[Chapter-delegates] PIR and wikileaks.ORG

What precisely would you expect ISOC to say? Is there a thought that PIR took down WikiLeaks? If so, we can say we did not. On the other hand, if no one is pointing a finger at PIR, what value could PIR or ISOC bring to the conversation? For that matter, given the registry / registrar split, I do not see what we could say.
