Dear Colleagues,
The following application for a Chapter in Bogota, Colombia, has been
received. It is being sent to this list for peer comment and review.
Please note that the Chapter is not yet formed and has not officially
been recognised by ISOC.
FYI, we have met some of the applicants in the past year at various
meetings and have encouraged the members to join the existing Colombian
Chapter on several occasions. However, they have decided to form a
Chapter in Bogota, and their ideas are outlined in the application below.
If there are people on this list that know the individuals proposing to
establish the Chapter, feedback is especially welcome.
The period allowed for comments is two weeks and the deadline is
December 15, 2010.

A. Proposed name of the Chapter
Capítulo Bogotá-Colombia de ISOC / Bogotá-Colombia Chapter Of ISOC.
B. Community of Interest the Chapter will to serve
The community of Interest of this Chapter will be initially the
residents of Bogota. Eventually we hope to scale our reach to other
cities and towns in Colombia.
C. Purpose and Scope of Chapter
The Bogota-Colombia Chapter of ISOC will be an open organization where
every individual or institution will be welcome to participate and
contribute. It will make a special emphasis in a frequently and
effective communication to coordinate the local efforts with the
regional and global ISOC organization, and its many chapters, by
becoming a global reference on how to engage the different actors
(Government, enterprise, education and civil society), in order to
leverage best practices for the development of local, regional and
national public policy becoming an expert in Internet related topics.
The Chapter aims to become a channel for execution of programs of
Corporate Social Responsibility (CSR) of Colombian based companies,
developing activities focused at increasing the “digital inclusion” in
our target population. With this support and with support from many
sources, the Chapter will perform activities in the areas of education
and the promotion of alternative methods of access to internet.
One difference of the chapter is to help forging productive links
between the electronic game industry and projects involving the use of
games in education, training, health, and public policy. This will help
in exploring the competences development by empowering the people in the
problem solving of the challenges facing the world, identified in the
Millennium Development (MDG) goals.

RE: Application of Colombian Chapter of the Internet Society - ISOC -
COLOMBIA
We are writing in behalf of all the people interested in creating the
Bogotá-Colombia chapter and be one of the official chapters of ISOC.
In the ISOC Business plan 2010-2012, the next 24 months will be crucial
for the future of this great organization, and the “lift the game”
strategy to reduce semi active chapters will rejuvenate the presence of
ISOC in the world, for that reason we want to be an official chapter
because we are focused in be the most active chapter in Latin America
and further in the world.
We know the importance of ISOC in the world, and for that reason, we
have been preparing the creation of the chapter for many months in order
to have the entire crucial axis in place. We have made 6 preparations
meetings by one of our supporting organizations (enREDo- Red
Internacional de Diseño through its Club Networking TIC), gathering more
than 75 people and designing strategies to maintain the connected with
ISOC Bogota-Colombia.
Our communication strategy has been successful, and with the creation of
a site: http://colombia.isoc.pro/ as part of an effort of transparence
in all the processes, so each member and person interested can consult
the history of the creation of the chapter.
Another strategy has been the mailing list (now with 3.000 people)
receiving the updates of this great process.
Many of our members, such as Patricia Cespedes (an IEFT scholar and
member of ISOC for many years) are supporting the chapter creation from
their actual location (in this case Canada).
We look forward to receive a positive and fast answer of this great
effort we are engaged.
