[Chapter-delegates] Bug in the AMS system

I wondered about that. This included some recent joiners who would, I have
thought, already received & responded to AMS mail to confirm their
memberships. I did do a repeat send and many people then did get it. But it
was a bit of a shot in the dark.

We run our own mailman announce list, but it's open to all, hence the need
to use the AMS for votes etc.

Lincoln is assisting me by changing the AMS sender address to
admin at isoc-ny.org for future mailings.
