[Chapter-delegates] Bug in the AMS system

Just to balance things out, I will say that, after a few hiccups, the AMS is
now working relatively well for us at ISOC-NY, and we are signing up new
members at the rate of about one a day.

Lincoln McNey and the team have been very responsive to concerns.

My only dubious point is the reliability of the email function - when I used
it to send out ballots in our recent election, some members complained they
didn't receive them.
