[Chapter-delegates] Statement on Open Internet proposal from Google and Verizon

But, does neutrality condemn, as the Google-Verizon proposal suggests,
applications that need high and reliable QoS (=differentiated services) to
moving off the Internet? I was under the impression that ISOC's usercentric
policy contemplated not ruling out such.
